By the time the Illinois budget impasse was about to careen into its third year last summer, its impact was felt across the state.

Perhaps no area felt the blow as much as Springfield, where a disproportionate number of state workers live and work, and many local businesses were left holding the bag, anxiously waiting payment for services rendered to the state.  Click here to read more…
